Participants of the 4th International Conference in the Baku Dialogue format on “Strengthening Trust and Developing Effective Mechanisms in Addressing the Issue of Missing Persons,” organized by Azerbaijan’s State Commission on Prisoners of War, Hostages and Missing Persons, visited the Khojaly Genocide Memorial in Khojaly.
The delegation, comprising former heads of state and government, senior officials from international organizations and foreign countries, heads of institutions dealing with missing persons, experts, representatives of non-governmental organizations, human rights specialists, as well as foreign ambassadors and military attachés accredited in Azerbaijan, was briefed on the Khojaly tragedy, described as one of the most heinous crimes of the 20th century.
It was emphasized that the Khojaly Genocide Memorial was built to honor the memory of the victims, convey historical truths to future generations, and preserve national memory. The project was implemented based on a concept developed by the Heydar Aliyev Foundation.
In the exhibition hall, participants received detailed information about the historical roots of the Armenia–Azerbaijan conflict, the policy of occupation, the consequences of Armenian acts of terrorism on Azerbaijani territory, the history of Khojaly, the geographical extent of the occupation, the chronology of the conflict, violations of international legal norms, and the Khojaly genocide, described as one of the bloodiest crimes committed against humanity.
