Decree on 'Integration of Artificial Intelligence into the Education System' Signed in Kazakhstan
Kazakhstan President Kassym-Jomart Tokayev signed the decree on 'Measures for the Integration of Artificial Intelligence into the Secondary Education System of the Republic of Kazakhstan.'

The decree titled 'Measures on the Integration of Artificial Intelligence into the Secondary Education System of the Republic of Kazakhstan', signed by Kazakhstan President Kassym-Jomart Tokayev, aims to ensure the sustainable development of the Republic of Kazakhstan in conditions where artificial intelligence is rapidly advancing and to create the necessary conditions for the development of a modern and innovative education system, which is one of the fundamental elements of human capital.

According to the decree, the government will approve the Comprehensive Action Plan 2026–2029, which aims for the wide-scale integration of artificial intelligence into the secondary education system by July 1, 2026. The plan will include measures for creating personalized learning mechanisms, developing digital infrastructure, training teaching staff, and protecting students' personal data. The decree also envisages the implementation of recommendations by Lee Kai-Fu, a member of the Artificial Intelligence Development Council. Additionally, the government is instructed to present concrete proposals for the implementation and subsequent expansion of a pilot project in the field of secondary education by June 1, 2026. These innovations aim to reduce the quality gap in education between urban and rural schools.

By August 1, 2026, it is planned to equip schools with the necessary technical infrastructure, including stable high-speed internet access, within the scope of the pilot project. By September 1, 2026, standards for the use of artificial intelligence in the secondary education system will be approved. Additionally, by September 1, 2026, a plan of measures will be adopted to ensure the use of artificial intelligence technologies as an additional and effective tool in the educational process without weakening or eliminating the professional role of teachers and to ensure continuous professional development.
