The decree states that the SOE grants security forces the authority to 'ensure internal security, restore, maintain, and control public order and the safety of citizens' in the mentioned areas.
The regulation aims to 'prevent, combat, and neutralize any crime and illegal activity that negatively affects the use of people's rights, freedoms, and guarantees.'
