The US and Iran have electronically signed a 14-point agreement to end the war.
The US and Iran have electronically signed a memorandum of understanding aimed at ending the war, and the agreement has come into effect. The White House announced that US President Donald Trump has signed the agreement. Iranian Foreign Ministry Spokesman Ismail Bekayi also reported that the memorandum of understanding was signed by the presidents of Iran and the US.
The 14-point memorandum read by a US official includes the following points:
"1- The United States and the Islamic Republic of Iran declare the immediate and permanent cessation of military operations on all fronts, including Lebanon, commit not to initiate any war or military operations against each other, refrain from using force or threatening to use force against each other, and sign this memorandum to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of war on all fronts, including Lebanon, and the other provisions of this paragraph.
2- The United States and the Islamic Republic of Iran commit to respecting each other's sovereignty and territorial integrity and not interfering in each other's internal affairs.
3- The United States and the Islamic Republic of Iran commit to negotiating and finalizing the final agreement within a maximum of 60 days, which can be extended by mutual consent.
4- Immediately after the signing of this memorandum, the United States will begin to lift the naval blockade and all kinds of obstructions or disruptions against the Islamic Republic of Iran and will completely end the naval blockade within 30 days. During this period, the traffic of ships will be proportional to the pre-war traffic volume re-established by the Islamic Republic of Iran. The United States also commits to withdrawing its forces near the borders of the Islamic Republic of Iran within 30 days after the signing of the final agreement.
5- Following the signing of this memorandum, the Islamic Republic of Iran will make all necessary arrangements to ensure that commercial ships can pass freely and safely from the Iranian Gulf to the Sea of Oman and vice versa for only 60 days. The traffic of commercial ships will start immediately, and these arrangements will come into effect within 30 days, considering the necessity of removing technical and military obstacles and mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to determine future administration and maritime services in the Strait of Hormuz, in consultation with other Gulf coastal states, within the framework of applicable international law and the sovereign rights of the coastal states of the Strait of Hormuz.
6- The United States, together with its regional partners, commits to preparing a definitive and mutually agreed plan for the reconstruction and economic development of the Islamic Republic of Iran, amounting to at least 300 billion US dollars. The mechanism for implementing this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for the relevant financial transactions will be granted by the United States.
7- As part of the final agreement, the United States commits to lifting United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, all unilateral US sanctions, including primary and secondary sanctions, according to an agreed timetable. The Islamic Republic of Iran and the US acknowledge the critical importance of lifting the aforementioned sanctions and express their intention to address these issues immediately in negotiations to reach mutual agreement on these matters.
8- The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The US and the Islamic Republic of Iran have agreed to resolve the issue of enriched material stockpiles through the minimum method of on-site dilution under IAEA supervision, within a mutually agreed mechanism, in accordance with the timetable specified in the seventh paragraph. The parties also agree to discuss the enrichment issue and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph, and the Islamic Republic of Iran will acknowledge the vital importance of the aforementioned nuclear issues. The parties express their intention to address these issues immediately in negotiations to reach mutual agreement on these matters.
9- Until the final agreement is signed, the United States and the Islamic Republic of Iran agree to maintain the current situation. The Islamic Republic of Iran will maintain the current state of its nuclear program, and the US will not impose any new sanctions or deploy additional troops to the region.
10- The United States commits to granting exemptions for all relevant services, including the export of Iranian crude oil, petroleum products, and derivatives, as well as banking transactions, insurance, shipping, etc., immediately after the signing of this memorandum and until the sanctions are lifted.
11- The United States commits to fully opening access to frozen or restricted funds and assets belonging to the Islamic Republic of Iran with the entry into force of this memorandum. The United States and the Islamic Republic of Iran will mutually agree on the procedures for the release of these funds during negotiations. These funds will be fully available for payments to the final beneficiary determined by the Central Bank of the Islamic Republic of Iran, whether obtained from the original account or through transfer. The United States commits to granting all necessary licenses and permits accordingly.
12- The United States and the Islamic Republic of Iran have agreed to establish an implementation mechanism to monitor the successful implementation of this memorandum and future compliance with the final agreement.
13- Following the signing of this memorandum, and provided that the implementation of paragraphs 1, 4, 5, 10, and 11 of this memorandum begins and continues, the United States and the Islamic Republic of Iran will exclusively begin negotiations on the other paragraphs regarding the final agreement.
14- The final agreement will be ratified by a binding UN Security Council resolution."
PAKISTAN ANNOUNCES ELECTRONIC SIGNING OF US-IRAN AGREEMENT
Pakistani Prime Minister Shahbaz Sharif shared details about the memorandum agreement. Sharif noted that the two countries electronically signed the 'Islamabad Memorandum Agreement,' stating that the agreement was electronically signed by the presidents of the two countries. Sharif said, "The signing of this agreement at the highest level of the respective governments demonstrates both sides' commitment to resolving the conflict through diplomatic means. The Islamabad Memorandum Agreement will come into effect immediately, and as a first step, Iran will immediately reopen the Strait of Hormuz, and the US will immediately lift the naval blockade."
Sharif stated that Pakistan, with the support of co-mediator Qatar, plans to hold an official ceremony in Switzerland on June 19, 2026, to initiate technical-level discussions as planned, and expressed his gratitude to US President Donald Trump on the matter. Sharif expressed deep respect and appreciation for Iranian leader Mujtaba Khamenei and Iranian President Masoud Pezeshkian, and commended the efforts of the Iranian negotiation team, including Iranian Parliament and Negotiation Committee Chairman Mohammad Bagher Ghalibaf and Iranian Foreign Minister Abbas Araqchi. Sharif said, "In particular, I would like to appreciate the sincere efforts and constructive engagement of the Qatari leaders who helped reach this point. I also extend my great appreciation to the leaders of Saudi Arabia, Turkey, and Egypt for their indispensable roles and invaluable contributions in this matter."
Sharif conveyed his wish for the memorandum of understanding to be a lasting foundation for greater 'understanding, mutual respect, and shared prosperity' for the entire region.
