“Azerbaijan is integrating modern urban planning, green energy, digital governance, and sustainable infrastructure into its reconstruction process. Through the ‘Smart City’ and ‘Smart Village’ concepts, we are building technology-based and sustainable communities in the Aghdam, Fuzuli, and Khojavend districts. The villages of Bash Garvand and Dovletyarli stand out as models in this regard,” said Emin Huseynov, Special Representative of the President in the Aghdam, Fuzuli, and Khojavend districts, during the event themed “Housing at the Center of Crisis Recovery and Reconstruction” held as part of WUF13.

“These projects combine renewable energy solutions, high-speed digital connectivity, modern social infrastructure, and environmentally responsible urban development. Hybrid energy systems based on solar energy and the national grid, as well as bidirectional electricity meters, are being implemented in Azerbaijan for the first time,” the Special Representative added.
