There are two principal conditions for signing the final document - the peace agreement between Azerbaijan and Armenia. First, the closure of the OSCE Minsk Group, which has been already agreed and a shared position has been shaped in this regard. Second, making certain amendments to the Armenian constitution, Yalchin Rafiyev, Azerbaijan’s Deputy Minister of Foreign Affairs, told journalists.
According to him, without the constitutional amendments, the legal framework of the final document does not have a sufficient power, adding that these changes are of particular importance both for the legitimacy of the process and for the regulation of future relations in compliance with the international law. “Therefore, this issue remains high on the global agenda and is directly impacting the signing of the document,” he added.
