UK Defense Secretary John Healey announced his decision to resign in a letter addressed to Prime Minister Keir Starmer. In his letter, Healey emphasized the increasing operational demands in the defense sector and the commitments made to the UK's allies, stating, "Since then, you have failed to commit the resources the nation needs to defend itself against rising threats, and the Treasury has been reluctant."
Healey recalled the UK's leadership in the multinational mission in the Strait of Hormuz and NATO's Arctic missions, as well as the Paris Agreement approving troop deployment to Ukraine post-ceasefire, arguing that the defense budget should be increased to 3% of GDP by 2030.
Healey conveyed that the Defense Investment Plan (DIP) presented to him fell far short of the country's and defense forces' needs during this period, criticizing the planned budget for only reaching 2.68% by 2030. Healey stated, "After explaining to you that I cannot accept a Defense Investment Plan agreement that does not provide our forces with the resources they need, I had no choice but to submit my resignation as Defense Secretary."
