Cuban media reported that President Miguel Diaz-Canel announced a comprehensive 'reform package'. Diaz-Canel stated that the reforms were implemented not due to Washington's pressures, but to revive the economy, reduce centralization, and provide more autonomy to different sectors. Noting that they are in a smart struggle, Diaz-Canel said, "The country is not at a standstill. We cannot express everything we do so openly because the enemy is watching every step we take. Our response should be unity and solidarity."

Diaz-Canel said that more flexibility would be provided to producers in agriculture, the mandatory intermediary role of state companies in foreign trade would be abolished, and restrictions on vehicle imports would end. Expressing their desire to encourage foreign investments, Diaz-Canel stated, "Cubans living abroad will be granted the same rights as citizens in the country. The number of ministries will be reduced from 27 to 20. Social assistance will be directed directly to those in need."
