The friendly relations with Kyrgyzstan have increased to the level of strategic partnership, President of the Republic of Azerbaijan Ilham Aliyev said in a congratulatory letter to President of the Republic of Kyrgyzstan Sadyr Japarov on occasion of the Independence day, Trend reports.
