Representative of COP29 Presidency addresses ninth meeting of Paris Committee on Capacity-building

“COP29 was a clear demonstration of our collective will in the fight against the climate crisis. We achieved progress across all pillars of the Paris Agreement in Baku. We found a way out of a long-standing deadlock over high-integrity carbon markets, adopted a new collective climate finance goal, and operationalized the Loss and Damage Fund. These outcomes proved that strong multilateral cooperation can deliver real results,” said Ulfat Machanov, Representative of the COP29 Presidency and Deputy Head of the Climate Diplomacy Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan, as he addressed the ninth meeting of the Paris Committee on Capacity-building (PCCB) on the sidelines of the Bonn Climate Change Conference.

According to him, enhancing the capacities of developing countries is crucial to support their transition to sustainable development, reduce greenhouse gas emissions, and strengthen their resilience to the impacts of climate change.

Highlighting the significant role of the Paris Committee on Capacity-building, Ulfat Machanov said: “It serves as a key platform to enhance coordination among the diverse capacity-building efforts carried out under the UN Framework Convention on Climate Change and the Paris Agreement.”

The representative also noted that the development of the new Action Plan for 2025–2029 is a key item on the session’s agenda, adding that the document is expected to be shaped based on the priority areas identified at the Baku meeting.

Participants of the event - including PCCB members, representatives of the Parties, observers, young delegates, and other stakeholders - were invited to share their experiences, perspectives, and lessons learned. “This plan must be both ambitious and grounded in reality,” emphasized the representative of the Ministry of Foreign Affairs.

On behalf of the COP29 Presidency, it was noted that the outcome of these discussions must lead to practical and implementable solutions to overcome the challenges hindering climate action in developing countries. The issue of capacity-building is not merely technical - it forms the foundation of fair and effective climate action.

In conclusion, it was emphasized that the COP29 Presidency of the Republic of Azerbaijan is ready to collaborate with Brazil during the transition to the COP30 process, particularly to prioritize the tools essential for implementing climate action, with a strong focus on capacity-building.
